    Speed limiter on 700?

what "part" on the 700 regulates the top end speed? I just replaced the dash meter "instrument panel" on my 700. Everything now works the way it should, 'Except' for the fact that my top speed is 35MPH. Does the dash meter regulate the top end speed, or do I need to look at something else?
What can you guys tell me?
I have read that the SXS700 should have a max speed of 45 MPH, and the Pioneer 500 a max of 35 MPH. Is this correct?
    Thank You
