Precision Instruments 0-300 in/lb. dial torque wrench is accurate to plus or minus 1 percent, and comes with a certificate of calibration compliance traceable to NIST.
I've got one of these - or very similar. The only negatives I can comment on is on some situations it can be dificult to read the dial (for instance torquing down your oil pan). It's also a bit bulky for getting into tight spots.
Other than that, it's a pretty nice in-lb wrench.
